no guards have been employed, thus affording opportunity for
pirates to rob the passengers, the captain shall be held responsi-
ble for the arrest of the offenders and shall make good the stolen
property.

Launches that ply without tow must be examined by the Cus-
toms Harbour Master, and will only be allowed to ply if both huli
and machinery are in satisfactory condition. All launches employ-
ed in the conveyance of passengers will be compelled to cease run-
ning if the machinery and boilers are discovered to be too old or
the hull rotten.
11.
The Commissioner of Customs should issue a proclamation to
all owners of launches plying without tow, to the above effect
and any breach of these regulations will be punished by fine as
set forth thersin.
